After years of petitioning by local residents, Congress enacted legislation on February 14, 1912 establishing Eloy as a incorporated town with full voting rights and power to levy taxes. In 1916, during World War I service members from nearby Peoria enlisted in Eloy volunteer fire company and became its first officers; they continue to be its directors today. A post office opened at Nacoochee Village on November 1, 1896, and remained open until it was discontinued in 1914 because there was no mail between Eloy and Phoenix (then Tucson). In 1928–29 construction began on what would become Municipal Airport; it opened on July 17, 1930. On December 12 of that year President Herbert Hoover declared Christmas Day in Arizona without observing usual U.S./Mexican holidays because of political instability following Franklin D. Roosevelt's election as president two days earlier over disputed results in Oklahoma City; all major Western U.S.-based holiday observances were cancelled that day nationwide due to World War II security concerns across America resulting from German nuclear weapons testing under Operation Crossroads just north of our borders at Bikini Atoll while Japan held atomic tests off the coast of California).
