Payson, Arizona is a small city in Pinal County, Arizona, United States. The population was 535 at the 2010 census. It is part of the Phoenix metropolitan area. The name "Payson" originated from the Apache word pey-tan which means "place of plenty." Today, Payson is known for its rolling hills and sunshine skies. In 1881, A. S. Barnes located a sawmill on what is now Mill Creek Boulevard in present-day Payson after finding an abandoned post office there. The town's first store was opened in 1886 by John Wittell as JW Store #2.[1] When it became part of Pinal County in 1912, the county seat moved to Tucson until 1951 when it moved back to Payson to coincide with local increases in population and development around the new courthouse and jail built there that year. The town had a population of only 100 people when it incorporated as a village in 1916,[2] but within two years had grown to 1,000 residents[3]: one reason being Harry Hickey's grocery store (opened 1915), which became one of the most important businesses in town[4]. By 1930, however, retail success had dwindled due to competition from larger towns such as Peoria and Phoenix; nevertheless Hickey continued operating his store into bankruptcy that year[5]. However, he reopened successfully shortly thereafter and soon led the town through several economic ups and downs before becoming its first mayor in 1944 effective November 2nd following a special election held to fill term vacated by Mayor Harry Hickey who died suddenly six months earlier while on vacation at his home near Scottsdale.[6][7][8] After serving four terms as mayor (1946–1950), Brown served three terms as City Councilmember (1951–1957).[9][10] He then retired from public service effective December 15th 1957 having accumulated over 50 years experience therein including 24 years on council consecutively starting January 1st 1956 until his retirement date; during this time he also amassed many notable accomplishments such as becoming chairperson or vice chairperson of numerous committees ranging from zoning hearings all the way up to being named chairman or vice chairman of both chambers of the Valley Cities Review Board during its early years prior thereto including tenures beginning January 1st 1952 until May 9th 1954; with these experiencesBrown helped lead Valley Cities into becoming one of North America’s leading civic organizations during those early days preceding freeway construction throughout much of Phoenix making Valley Cities an essential componentof that city’s vibrant infrastructure today some sixty plus years later despite struggles occasioned by various factors such as inflationary pressures manufactured by government officials subsequent thereto resultingin revenue loss particularly due To changes DR Tax rates associated With Phoenix suburbanization thereby reducing property values thereby exacerbating housing affordability issues particularly among lower-income families hence increasing demand for formerly affordable housing services available withinPhoenix proper . The first white settlers in Payson were James Sattler and his family who came from Iowa in 1881. They platted what is now known as Sattler Ranch near present-day Payson on November 12th, 1881. They named their land "Payson" after their father's home state of Illinois. The first store opened in 1903 within one block of where today's Walmart stands. In 1907 an Italian family moved into what is now Sattler Park and started a grocery store there called Gamberos Bros which still stands today - it became known as "Gambero's nashe" or 'Gambero's corner'. Eventually most of the businesses closed due to prohibition which began in 1919 and continued until 1933 when it was repealed by President Franklin D. Roosevelt; this event is generally considered to be the beginning of Prohibition in America In 1915 two brothers - Carl Eisinger and Harry Eisinger - founded Easternmost Engineering Company which became one of Phoenix' leading engineering firms .
