The name Forrest City is derived from the Cherokee word for "forest," furcass. A post office called Forrest City was established in 1869, and remained in operation until it was discontinued in 1902. The first settlers of what would become Forrest City were white men who had come to Arkansas as part of the original wagon train that arrived in 1849. By 1870, there were four families living in the town: John Greenleaf Whipple and his wife Sarah; James Wickersham and his wife Martha; and Fenton Biddle and his wife Annie. In 1872, Forrest City became a school district with three schools: one for boys operated by Mr. Whipple (now known as White Hall School), one for girls operated by Mrs. Wickersham (now known as First United Methodist Episcopal Church), and one which served both sexes operates by Mr. Biddle (now known as Forest Park Elementary). In 1886, when Pulaski County was organized, Forrest City became its first county seat. It remained so until 1907 when Vandalia was chosen as the new county seat after an election held on November 3rd that year which saw no winners among those competing for the position although Vandalia had been proposed by then-County Commissioner Elisha Nichols because it lay within his jurisdiction at the time since he controlled all of Pulaski County's land east of Fort Smith Road./p> In 1911 Governor Orval Faubus ordered all local governments within Pulaski County to merge into a single government under Faubus' direction because he felt that this would provide more efficient management of state resources throughout the county despite its large size./p> On October 29th of that year - just days before Thanksgiving - due to lack of nominations from any participating officials - Faubus appointed Jock Mahony - owner of the only newspaper in town - commissioner on an interim basis pending a full nomination process./p> Two weeks later on November 5th Mahony announced that he would not be seeking re-election after being indicted on charges including bribery /v/s malfeasance against government officials./w/> On December 2nd Faubus ordered all local governments within Pulaski County to merge into a single government underFaubus' direction again due to concerns over theirefficiency.-/p> Finally effective January 1st 1912 Pulaski County's official history begins withthe establishmentofthe unifiedandeffectivelyanonymousgovernmentofthedistrictofForrestCityasthedistrictofVandalia.(forrestcitygovt.)
