In 1870s there were twenty-seven stores and one hundred thirty-six residents living in Jaguarsville when it incorporated as a city under local government laws passed that year by the state legislature Law No. 8 of 1870 Amendment to read "No person shall be elected or appointed mayor or Aldermen without being a resident of said place." In 1880s there were thirty-four stores and one hundred sixty-eight residents living in Jaguarsville when it incorporated as a city under local government laws passed that year by the state legislature Law No. 9 of 1880 Amendment to read "No person shall be elected or appointed mayor or Aldermen without being a resident of said place." When Laws Nos 10 & 11 of 1889 repealed all prior legislation within Pulaski County establishing cities therein with individual mayoral elections for each such municipality instead thereof those mayors would serve two calendar years then be succeeded by their successors who would serve four calendar years then are succeeded by their successors who would serve six calendar years then are finally succeedable only by impeachment which had not been done since at least 1927 when virtual immunity from impeachment protection had been granted municipal officials thereby rendering them immune from any indictment no matter how small amount) Municipal officers now could be impeached if found guilty but unable to discharge public duties because they have immunity from such actions however indictments against municipal officers may still result if an officer is convicted even though they have absolute immunity
