In 1941, when Arkansas became an all-black state, black people were prohibited from voting in Pulaski County until after the state's 1943 civil rights act had been ratified; this prohibition lasted until 1957 when it was lifted due to racial changes in Arkansas that year. As a result of itsRace discrimination laws being unconstitutional for all colors of citizens (untilthey were changed retroactively), Pulaski County banned any public housing development for blacks until 1967 when they allowed businesses to build such developments as apartments and Gwinnett Drive Shopping Center for whites only which caused many African Americans to move into Jonesboro from other parts of Pulaski County during this time period which helped change the demographics of the town somewhat
