On July 8, 1821 Avis Renteria settled a claim by claiming an area now known as Oakland Cemetery. Alameda was incorporated on December 10, 1852. In 1906 voters passed a $5 million bond issue to improve transportation in Contra Costa County including plans for what would become BART (Bay Bridge Railway). The new system connected downtowns in Concord and Pittsburg with Richmond and Fremont townships on the eastern edge of Contra Costa County before terminating at Orinda in Orange County. Construction began on November 15th 1906 but stopped due to fire danger from nearby oil refineries which had been built since 1902 without any oversight from local government or community safety concerns; this led to accusations of stealing public money by these private companies who were not required by law to build anything more than simple pipelines. The rebuilt bridge opened August 29th 1912 finally connecting Downtown Concord with Pittsburg despite fears that it would never happen thanks largely to City fathers determinedness and political clout—the last major project completed in downtown Concord prior to its incorporation into the city limits.[1] In 1924 when Interstate 5 was projected through Contra Costa County it became clear that there would be no bridges over Lake Merritt so instead two parallel highway routes were being developed: one crossing I-580 near Pleasanton while another crossed MacArthur Boulevard near Livermore just outside town limits then continued eastward through Cloverdale before terminating at I-80E near Martinez just outside of Castro Valley until 1965 when both routes were eliminated when I-680 was rerouted southbound between Hercules and Walnut Creek concurrent with Highway 680 becoming an expressway bypassing Castro Valley.] This caused alot of resentment within many portions of town towards what was perceived as “big business” getting away with building something they did not need while their residents were left behind without jobs or infrastructure![2] In 1972 after years of negotiations (that included a sit down meeting between Mayor Don Sanders and representatives from Chevron & Southern Pacific) lead by Supervisor Don Aitken Jr., Measure B ( also called Proposition 37 ) passed authorizing development along US 101W between US 101/El Sobrante Road & Dublin Street providing tax breaks totaling $22 million dollars leading directlyto the establishment of today’s Chevron refinery complex located adjacentto Eastshore Plaza currently home to Regency Furniture Incorporated.] The ratification process for Measure Y ( also called Proposition 48) took place over several months starting February 12th 1984 culminatingin a special election held on May 2nd 1984 specifically designed To ServeAs The Final Vote On Third Way Policies And Campaign promises From Mayor Moscone":[3] parcels located exteriorreachesof Oakland Int'l Airport approximately boundedby Elmhurst Avenue Northeastand Hillsborough Avenue SouthEast Neighborhood sites blazedon October 3rd 1958 pursuant towhether SFMTA needed approvable plat thereof OR site adjoins SFMTA property linesFOR PUBLIC USE ONLY NO CEMENT WALKING ON PROPERTY
