The area that would become today’sencinita had been under cultivation by Aboriginal peoples since at least 8500 BC according to archeological evidence gathered at Rancho Bernardo del Rio National Monument near present day Tijuana Heights Boulevard and Ocean Beach Road about mile east-northeast of where modern-day Encinita sits on Isla Vista Peninsula facing North Harbor Drive Extension occasionally used for boat launching from Point Loma Lagoon before being reclaimed for housing purposes around 1900 AD when Rancho Bernardo Del Rio was sold to Pyle family who renamed it Rancho Pyle after their father Palo Alto entrepreneur John Pyle Jr.. In 1914 Encinitas voters approved a charter for the City Hall that would give it jurisdiction over all within its limits with no extraterritoriality clauses or restrictions on powers granted by state law including police jurisdiction and fire protection services; this act helped solidify Encinitas's status as a city within aCity government structure within San Diego County. In 1941 during World War II Encinitas became one of several cities in Southern California defend various airfields againstorious B-29 bombers bombing Los Angeles and other areas near downtown while also providing food and munitions storage at nearby Naval Air Station Miramar Bay; many buildings still remain today such as City Hall Annex, Hotel Pacifico (now The Residence Inn), Masonic Temple & Recorder Building (now theencinitascitylibrary) & numerous other infrastructure remnants from that time period including: Hoover Dam Boulevard (now I-5), Veterans Memorial Coliseum
