The name for the town came from Manuel Moreno, who donated some property which formed its nucleus – including present-day downtown – east of Olive Avenue on First Street between Agricultural Row and Canyon Road (now Mountain View Boulevard). In 1889 Mayor Jerald Larkin proclaimed that “the great towns of Anaheim Hills [and] Fullerton have passed away while we are here building up our little community north of I-5” so they were determined not to die out either! On May 1st, 1890 City Council voted 5-2 in favor of annexing neighboring Downey as well; this annexation eventually became official on October 17th when Downey voters ratified a referendum approving incorporation into Moreno Valley. The early years were tough with few resources; however with perseverance through hard times MorenoValley built itself up into one of Southern California’s most vibrant communities with talented settlers who embraced their new home: many began their careers as farmers or ranchers before moving into various administrative or professional positions in Orange County during the late 19th century/early 20th century such as Supervisor John Doherty (1889-1957) and Police Chief Harry Aspinwall (1920-2013). During World War II more than 60% of all military personnel stationed at Malibu Naval Air Station Auxiliary Base were residents of MorenoValley; many local men went off to fight overseas while others managed local businesses providing essential services during wartime including manufacturing munitions plants closed down due to lack thereof during peacetime such as Standard Oil Company plant #2 at 4500 block Of Industrial Drive until 1941 when it reopened as Corona Aluminum production plant under contract from Boeing Aircraft Co.; postwar growth included numerous office buildings housing government agencies like Social Security Administration Building #1 south side alley between Bancroft Way & Ventura Blvd., Veterans Affairs Medical Center Building #3 across street from High School - later known as Veterans Affairs Hospital Clinical Research Wing which opened in 1967 adjacent To Memorial Library south side alley between Pico Boulevard & Ventura Blvd., Town Hall buildin… now called Cathedral Community College campus
