When the first Americans arrived in Newport Beach, California in 1821, they were greeted by a land of mountains and valleys. The ocean was their horizon and the only thing to see was what lay beyond. This new land was virgin, but it had potential for great things. The native people who lived here were the Ohlone tribe. They hunted game and gathered plants and fruits that grew along the shoreline. The Ohlone used traditional methods of hunting and gathering to provide food for their families. One of the early pioneers in Newport Beach was John Jacob Astor, who made his fortune selling goods from New York City to Europe. In 1836, he purchased a tract of land on South Coast Highway near where today's town of Newport is located. He named his estate after himself – Newport Beach (then known as Monrovia). John Jacob Astor's heirs continued to develop the property and make money from its sale until 1907 when it became part of the city of Los Angeles through annexation by that city. However, because this area had been occupied by Native American people for so long without any recorded history or documentation thereof, many questions about this period remain unanswerable today. Some historians believe that there may be evidence dating back as far as 4500 BC which exists withinHistoric Resources District archives located at various locations throughout Southern California documenting pre-contact Indian cultures including Mono Lake region including Newport Beach; some believe these artifacts could date even further back still! The city was originally named after Captains John Witherspoon and Nathaniel Whitaker who explored the region during the Gold Rush in 1848-49. In 1876, John Wrentham donated land to the City of Newport for a public square which became known as "Wrentham Square." On May 22, 1886, Mayor Isaac Sisson dedicated a new schoolhouse which served as the first municipal building in Newport Beach. In 1915, Captain James Irvine donated land to become what is now called Irvine Park. Captain Irvine had been interested in becoming a part of theustrial community but decided against it because he believed that there should be a single center for all activities within Orange County rather than multiple centers that hindered trade and transportation between these counties. He desired an area where he could walk his dog without having to go too far from home or spend time waiting for someone else to meet him at the park; this area would eventually become known as Irvine Park Boulevard. In 1922-23, Mayor Halsey Beall dedicated $5,000 for construction of two miles (6 km) of beachfront boulevard adjacent to Government Way/Irvine Boulevard/Highway 101A/Los Angeles freeways with access from both sides through four lanes wide driveways leading into Arthur Avenue/Newport Boulevard parking lots immediately south of Government Way Ferry Terminal (now permit lot #2). This beach front boulevard was officially opened July 9, 1923 by Governor Curtice Gooding Hunter Jr.. It ran parallel with Government Way bisecting Huntington Drive on one side while developing portions along Riverside Drive on the other side until it reached its current terminus at Interstate 5 near downtown Santa Monica when it crossed over into Ventura County

Newport Beach, California is an unincorporated community located in Orange County, California. The population was 12,752 at the 2010 census. Newport Beach is a small town on the southern coast of Orange County and is part of the Irvine–Irvine metropolitan area. It borders Newport Beach proper to the north and Laguna Niguel to the east. The first permanent settlement in what is now Newport Beach dates back to 1857 when John Sutter and his brother, George Sutter founded New Life Colony on Menchie Island near what is now Huntington Park. In 1872, they moved their colony ashore onshore where they built a small wooden lighthouse that still stands today. In 1886, they granted land to the University of California for use as a campus: it would be called "University Heights." In 1970, following passage of Proposition 13, which eliminated property-tax breaks for homeowners in Southern California's high-property-tax jurisdictions such as Newport Beach (then known as La Jolla), many families hastened to move into coastal communities such as Newport Beach in order to escape Proposition 13's harsher punishment than other areas in Los Angeles County. By 2000, however, most residents had either left or returned after changing their minds about moving inland into tax free zones with much higher property values. Accordingly, by 2007 there were only a few hundred people living along Ocean Boulevard between State Route Ninety-six and Orangethorpe Road due largely to lack of housing development along this stretch at that time; new development has since occurred adjacent to Interstate 5 (and various freeways) making access more convenient for commuters from Irvine and Riverside counties who cross I-5 every day or so.
On January 1, 1887, Newport Beach became an incorporated town and was the first city in Orange County. The population of Newport Beach reached 10,000 by 1890. In 1907, the city voted to adopt a new government that would be more democratic and effective. The City Council consisted of a Mayor and six councilmembers who were elected by vote instead of appointment. The new government had two goals: to increase voter turnout in elections and to improve public services. In 1912, the city annexed parts of Laguna Niguel and North Hollywood. In 1915, Newport Beach voters passed a resolution adopting a single-memberhood form of government with fifteen councilmembers instead of six members. The single-memberhood form of government proved successful and was adopted by the town board in 1916. In 1933, when Orange County was created, Newport Beach became one of its seven cities. It remained an unincorporated community until 1961 when it became part of Irvine
