In 1870, a schoolhouse and baptism station were built. A gristmill was erected in 1871 and a sawmill in 1872; both were destroyed by fire in 1903. The Norco Lumber Company began operations in 1898 and expanded into logging and milling during the late 1800s until it merged with the Pacific Coast Lumber Company to become Norco Lumber & Paper company in 1951. In 1902, Norris Cotton Mill was built to process cotton bales for local mills; it closed permanently due to competition from other mills around town beginning in 1957. Noroco's economy changed dramatically when Interstate 5 became available through construction of I-5 bypass road south of town along theranch line between Modesto and Sacramento counties (the "I-5 Freeway"). Local residents had lobbied for years for a bypass road as their desire for more access to jobs outside of town led to an increase demand for housing within town limits: now known as "The Strip", Noroco quickly became one of Silicon Valley's most affluent cities thanks to its location on I-5. Today, Noroco features several blocks of high-end retail stores anchored by two large banking institutions - First American Financial Corporation with branches throughout Northern California and Wells Fargo Bank - while many small businesses remain anchor tenants or are represented by larger anchors such as Macy's department stores or JCPenney/ Sears open-air mall locations which have been replaced by smaller formats over time including Safeway supermarket chains like Kroger/ Albertsons (now Walmart) . At WEC's height in 1969–1970, it had a market capitalization of $1 billion and was responsible for almost all electric power production in California outside of San Francisco Bay Area cities such as Oakland and Berkeley. In 1984–1985 WEC merged with General Motors Corporation (GM) Limited to form General Motors Corporation—Noroco/WEC Partnership (GMCNP). This merger created one of America's largest corporate conglomerates with assets totaling $214 billion at its peak in 1987. However, by 1992 GMCN had filed for Chapter 11 bankruptcy protection due largely to expenses associated with restructuring their electrical businesses following deregulation of electricity markets across North America under President George H. W Bush's administration
