Norco, California is a small town located in the Riverside County of Southern California. The population was 9,716 at the 2010 census. It is the most populous municipality within a county with less than 10,000 residents. The Norco area has been inhabited by Native Americans for over 10,000 years. In 1821, gold was discovered in what would become Norco and soon after, it became an important early goldmining and silver mining town. In 1849, the railroad arrived in Norco and quickly made it a major town as people traveling to work on the railroad came through town. The local post office was established in 1865 and soon became one of the largest in Northern California. In 1906, when statehood was granted to California, Norco became part of San Bernardino County with its own government. At that time there were no police officers or other fire protection services within San Bernardino County so law enforcement was handled by the sheriff's department which also had jurisdiction over surrounding towns such as Redlands and Downey Heights. Following World War II until 1970 there were no handguns registered in California so citizens were required to have either shotguns or rifles that could be fired without reloading into order to protect themselves from criminals or other threats during wartime ii times when firearms were not allowed due to prohibition laws passed at that time (the Gun Control Act of 1934). On October 14th 1950 Norco residents voted to establish its own city government with control over all municipal functions including Police Department; Fire Department; Water Department; Cemetery; Schools and more! Norco, California (formerly known as "Norman" and "Norie") is a city in San Joaquin County, California, United States. The population was 16,627 at the 2010 census. It is located on the southern edge of the Central Valley and is part of the Fresno-Madera metropolitan area. The first white person to live in what is now Norco was George Norris who arrived in 1853 with his family from Canada. In 1872, a group of citrus growers founded the town on land they had purchased from Juan Bautista Alvarado near Mount Whitney. They named it after their sponsor Noriega Brothers & Sons Cannery Company which had given them work permits to grow oranges and other crops. Norco grew rapidly during World War II because of its position as an important strategic military post on I-5 between Fresno and San Bernardino counties. The post became known as "the Nazi factory." Many local residents worked at Boeing Aircraft plants in El Cajon and Lynwood prior to Japanese surrender in 1945; many of these workers remain undocumented today. In 1949, the city began plans for what would become its first downtown shopping district anchored by four department stores: JCPenney, Sears Roebuck & Co., Montgomery Ward and Kmart Stores Inc.; plus two larger discount stores: Price Chopper Shopping Center and Food Lion Inc.. The project was designed by architects David Childs Associates with help from then-Mayor Donald Sutherland who recommended that Norco's downtown be pedestrianized instead of tree-lined like most American cities at that time. Norco's downtown shopping district opened to traffic on November 8, 1957; it coincided with Santa Clara County's centennial year. The original anchors were JCPenney followed by Sears Roebuck & Co., Montgomery Ward and Kmart while Price Chopper Shopping Center added banners reading “Price Chopper” within months of opening its doors; Food Lion followed suit three years later when it joined forces with JCPenney to open a store next door to its Elk Grove Village location (now called Pinnacle) which would serve as anchor tenant until 1984 when it merged with KrogerCo., becoming one giant supercenter chain throughout much of Northern California including eastern Kern County where Price Chopper has continued operations ever since (and continues operation into 2019).
