He also founded the Oakland Athletics baseball team in 1900 which remains one of Northern California's original professional sports teams today. In 1915, Harry Elmer Barnes purchased 400 acres north ofOakley along the Addition River from Colonel Richardson for $5 per acre (worth about $101 million at current prices). Barnes planned to develop this land into an agricultural society with markets for fresh fruits and vegetables, housing for workers on large farms east of Highway 24, schools and churches west of Highway 24 (later renamed simply "Oakley", after Mr. Barnes), riverside living quarters for city employees working on riverboats plying its waters downstream (the sewagetreatment plant was later added), access to Interstate 5 through parkland east of highway 24 (now just south of downtown), and hundreds of jobs needed by people working within those institutions or directly dependent upon them—a model then being pioneered by Burnham & Company near Chicago’s Dearborn Street Bridge Industrial District during World War II: public works projects financed by state governments under military control were meant both to reduce unemployment among civilians struggling under wartime conditions while providing employment that would maintain social order; indeed much later these same techniques would be appropriated by suburban developers seeking not only cheap housing but also easy access to job centers necessary for economic advancement
