The population was estimated at 105,512 as of 2015, making it the second-largest city in San Bernardino County. It is also home to the Redlands Museum of Art and the University of Redlands. The first permanent settlers arrived in 1851, when brothers George and Jesse Barlow founded a rancho on Rancho Margarita just east of present-day Redlands. The area became known as Redlands after General Morley's red flag that announced the end of hostilities at Buena Vista Hill during the Mexican–American War. Redlands grew rapidly from its initial population of 15 in 1871 to over 100 by 1907. The city was incorporated on December 6, 1912. Development continued through World War II with an influx of American servicemen and their families who built military barracks and other infrastructure within what is now downtown Redlands. In recent years, however, downtown redevelopment has been slow due to zoning policies that have limited development near major roads or public transportation hubs. Downtown redevelopment has resumed in recent years with substantial new construction projects such as a new library and hospital complex; however, these projects are not expected to bring significant growth until later in 2020 or 2021
