The expedition's leader, Nieto's brother-in-law Gaspar de Portolà, arrived at what is now San Carlos on November 2. By 1875, most of the American colonists had left for various reasons including violence among their own citizens or illness within Mexican families. In 1862, President Abraham Lincoln issued Executive Order 9362 which ordered all West Coast Indian Tribes living west of Mexico be removed from their lands east of Sacramento to make way for ranching operations by Americans and settlers. Indian hostilities against whites continued until 1863 when an arrangement was made whereby some members of each tribe would live peacefully with nonnative farmers while others would work off sentences for crimes committed during their previous tribal governments. This event is celebrated annually as Native American Day in Northern California
