In 1886, San Leandro became the first city in California to pass a gun control ordinance. This ordinance prohibited any person from carrying or storing a loaded firearm without a license. At the time, handguns were still considered weapons of war and were not legal for personal use. The ordinance was repealed in 1892 after violent protests by gun owners. In 1968, San Leandro passed an amendment to its City Charter that made it an open-carry city. This amendment allowed people to carry firearms openly without having to obtain a license or receive special permission from the police department. The amendment was repealed in 1982 after more violence between gun owners and criminals occurred in the city. In 1992, San Leandro passed another gun control ordinance that would have banned all handguns except shotguns with a barrel less than 16 inches long. The measure failed to pass due to opposition fromgunowners and merchants who felt that this measure would increase crime rates in the city. In 2006, Mayor Chuck Reed introduced a bill that would have amended the City Charter so thatSanLeandro could once again become an open-carry city with no exceptions for shotguns with a barrel less than 16 inches long. However, this bill was never enacted into law due to strong opposition from Mayor Reed’s opponents within the City Council as well as state legislators who felt that such an amendment would violate state law prohibiting cities from passing handgun restrictions without appropriate justification (i.e., public safety). Since 1986, San Leandro has experienced several high-profile shootings including those of mayor Chuck Reed and three other council members which led to renewed calls for tighter gun control laws in the city. In 2013, Mayor Ron Brown announced his intention to introduce legislation proposing new controls on handguns in SanLeandro including increasing fines for people convicted of possessing/using unregistered guns and limiting magazine sizes (which had been previously unrestricted). Opposition within the City Council remains strong however; last year Mayor Brown’s proposal failed when only two out of thirteen council members voted in support of it despite large sums of money being offered by campaign donors related to amendments recommended by his team

San Leandro, California (formerly known as San Francisco) is a city on the East Bay of San Francisco Peninsula in Northern California. The population was 97,609 at the 2010 census. It is the second most populous city in Contra Costa County and home to the largest Asian American population in Northern California. The central business district of San Leandro includes five blocks of Fifth Street between Ashby and Harrison Streets, part of which has been designated a National Historic Landmark. The first Europeans to visit what is now San Leandro were members of an expedition led by Don Pedro Fnaqui from Spain on October 26, 1776. They named it Point Reyes after their captaincy general's ship, which had made landfall on Alcatraz Island on September 5th that year. Spanish traders and soldiers founded Mission Dolores near what is now Bear Creek Boulevard in 1821;[1] mission duty ended in 1835. A new town sprang up around it, including parts of today's Hayward and Richmond districts;[2] its first post office was established in 1839.[3][4] In 1851, John Dennison organized a group of investors who bought land at the mouth of Coyote Creek for $5 per acre (today's equivalent to $121 per square foot).[5] They named their town "Dolores" afterMexican goddess Teresa de la Cruz,[6] based upon his exploration and discovery of Rancho Dolores y Las Pulgas y otro Tierra en adelante el río Coyote,[7][8][9][10] north-central Contra Costa County where they located their farmstead.[11][12]:191 In 1863–64,[13]:190–194 Dennison donated 50 acres (20 km2) near modern day Mission Bay for use as a public square; then-Mayor James Wickerham renamed it Market Square.[14], later City Hall Square

In the late 1800s, firearms were a popular way to protect oneself from robbers and other criminals. This was especially true for handguns, which were not as common as rifles or shotguns. In 1849, the California gold rush began and San Leandro quickly became one of the most active towns in the region. The town was founded on a small peninsula that juts out into San Francisco Bay, opposite of San Jose. By 1861, it had reached its current population of over 20,000 and was becoming known as a center for technology and business. The early years of the twentieth century were difficult for San Leandro due to World War I economic depression and later WWII bombings. However, growth resumed in the postwar period with new businesses coming online such as Hewlett-Packard and Google. In recent years, thanks to various investments by local businesses, including Measure B which passed in November 2018 legalizing cannabis within city limits, development has picked up again in both town and suburbia surrounding it.

The first permanent European settlers in San Leandro were two brothers, Francisco and Miguel de Alvarado, who established a rancho (land grant) in 1768. The area now includes the downtown business district and many of the neighborhoods that today make up San Leandro. In 1836, Don Manuel Martinez y Soto founded the city of San Lorenzo, California on land that had been part of the Rancho Seco concession. In 1849, San Lorenzo was renamed San Leandro after Lieutenant Colonel John Brougham, an Englishman who had explored and mapped much of what is now Silicon Valley.
