It continued as a herbal store until 1951 when it became an independent grocery store chain known as Safeway Incorporated In 1872-1873 Price Brothers built a flour mill on Railroad Avenue which became one of their early commercial successes In 1888-1889 Winton Bros built their first home on Fairview Avenue By 1897 there were twenty-one businesses in town including four churches and two post offices On September 15th, 1907 during World War I munitions workers at Point Reyes Light Navy Yard destroyed eleven buildings and injure thirty-six people after riots started over pay irregularities

The first European to visit San Rafael was a Spanish soldier, Miguel de Crespo, in 1777. It was then called Rancho Santa Clara. The mission of San Francisco de Asís (founded by Franciscan friars in 1776) and Mission Dolores (founded in 1821) were the first of many missions built on this site. In 1847 the Mexican government granted land to the United States for military purposes at Point Conception and Point Arguello, creating what is now Marin County.
