Hutton had been born into an Anglo family in Yorkshire England but emigrated to California during the Gold Rush with his brother John Hutton in 1850. James Hutton made some initial improvements to Rancho El Cajon before selling it back to Arguelles y Costilla in 1862 (). After expanding operations at Rancho El Cajon over several years (1865 – 1870), James Hutton organized what became known as The Central Pacific Railroad () through Rancho El Cajon land that he had purchased from Arguelles y Costilla. Upon completion of their railroad project they named their new town after themselves: Huttonville (). At this time there were only about 20 people living within Santee limits (). With rapid growth came social unrest throughout various areas of northern California due largelyto lack thereof affordable housing or transportation options; therefore much effort was put into developing a system for water delivery which eventually led to Santee becoming one of North America's most developed towns by 1920 (). In 1889, the president of Northern Pacific Railroad decided to build a railway line between San Francisco and Sacramento via Santee Valley because he saw it as an opportunity to transportation goods needed for development along that route. Construction began on November 1st and finished on December 15th; this made Santee one of the most important towns along that railroad line! On January 1st 1890, incorporation as a city took place under the name "Santee". The first mayor was George Fenton Harrison (1912-1914). At that time there were just twenty-four full-time employees with two businesses providing services: retail stores run by Mrs Crouse Crownell and printing services provided by John Wittell & Son Incorporated which also printed papers for Northern Pacific Railroad until 1888 when they discontinued operations due to financial troubles!
