By 1886, when Selma had a population of over 100 residents,[5][6] it had reverted to its original name: Spanish Settlement No. 1 (Hogan).[7][8] In 1888–89 Mexican American fightin' man Manuel Gomez helped found and lead what would become the Humboldt County Republican Committee[9][10], which worked to prevent voter fraud during elections throughout California during the early part of 20th century; Gomez also served as an election inspector for Humboldt County from 1889 until his death in 1916.[11][12][13] In 1905–06 schoolteacher John Fenton organized a group called "The Sacred Band" to promote girls' education in rural areas throughout California; this led to establishment of Girls' High School in 1909 within sight of Hispanic settlement at Selma Creek[14]. After World War I ended with Armistice Day on November 11th 1918,[15], many Anglo citizens decided not to return home or business ventures were abandoned; many small businesses were closed down due to hard times but some reopened following 1921 when local services such as water supply and garbage pickup were rechartered under Public Works Administration auspices[16]. One reason why no large scale AfricanAmerican migration took place during these years may have been due to racism towards Black Americans living northward within white society at that time; during these years there were few opportunities for advancement within white society for those who did move southward.[17][18] During Prohibition era Selma functioned as a crossroads between alcohol prohibitionists and bootleggers due to its close proximity by rail lines into statewide alcohol control areas; opium dens could be found just outside town limits along both R Street and Rangel Road while prostitution flourished inside town limits through hookups with saloons on Main Street & Third Avenue
