In 1971, portions of Livermore and Emeryville were annexed into the city limits while Tracy Heights remained detached until recently. Among these new arrivals were some who founded Stockton which had then only a few hundred inhabitants.[3] By 1870 there were over 50 stores and 100 dwellings in what is now downtown Stockton[4].
