This amendment provided that cities could not be forced by county commissioners to adopt ordinances similar to those required by county governments; instead they would select their own leaders subject only to ratification by a majority vote of all residents living within their boundaries - something which still happens today as there are no unincorporated areas within thousand oaks city limits despite its size
