It is named after former U.S. Representative James M. Foley (R-Oklahoma), who represented Federal District 4 from 1990 to 1993 and 1995 to 2001. The community was founded in 1892 by employees of the Denver and Rio Grande Western Railroad as a small station on the railroad's Eastern Division, north of present-day Federal Heights Elementary School and east of what is now First Interstate Boulevard. By 1909, it had become an incorporated town with a population of 200; by 1912, it had grown to 300 residents and became an independent city in 1914 when its charter was amended to allow for mayoral elections without City Council approval. In 1920, the city annexed adjacent rural land south of Federal Heights for development into a new city limit; this annexation would later be repealed under pressure from residents who wanted more open space within their boundaries. In 1971–1972, during the Nixon administration's "war on drugs", Federal Heights seceded from Grand Junction to protest what they saw as increasing crack cocaine use within their community

Federal Heights is a small town in south-central Colorado, located on the banks of the Arkansas River. The population was 2,636 at the 2010 census. Federal Heights is bordered by Brighton to the north, Westminster to the east, Jefferson County to the southeast, and Canon City to the west. The first European settlement in what is now Federal Heights was made in 1874 by John Fetterman and his brothers. In 1881, Peter Haggerty built a cabin here and started farming land that he later sold to Major General Winfield Scott Hancock. The arrival of railroad traffic led to new development in Federal Heights during the late 19th century. A leather works opened up in 1886 and soon became one of several major businesses in town. By 1912, there were 11 stores and two restaurants in Federal Heights. In 1916, when World War I began, Federal Heights residents mobilized for duty as soldiers and sailors. Many men from here fought on both sides of the conflict; some are buried at Arlington National Cemetery. After World War I ended, federal government troops withdrew from Colorado but kept their presence here until 1924 when they left for good after taking over Denver’s defense responsibilities. In 1925 Congress passed an act creating Aurora County which included what is now Federal Heights within its boundaries; this gave rise to much speculation as to why no attempt had been made earlier to create a cohesive community around it among all its constituent parts – Consolidation would have resulted primarily in annexing more remote rural areas without any real Latino or Native American representation (the area today known as Park Hill). Aurora Mayor Harry Jaffe pushed hard for consolidation with little success until he met Congressman John Birchmeier who showed him evidence of potential growth potential despite most people’s skepticism about annexation because “federal officials maintain that annexation will not do anything but drive out local businesses while admitting only 5% of taxables into Aurora county….There are already too many businesses within Aurora county limits so annexing additional territory would not accomplish anything but nothing more than benefit a few rich people at the expense of everyone else” After further discussion between Birchmeier and Jaffe, it was decided that if Aurora could muster enough signatures for annexation petitions then it should go ahead regardless of whether or not federal officials were comfortable with it…..Eventually property lines were drawn up dividing present day Federal Heights proper from Park Hill across Hughes CreekJVille before finally incorporating everything into one municipality on November 3rd 1925 under Mayor Harry Jaffe
