In 1903, American Tobacco Company purchased a controlling interest in Volcanic Arms Corporation and renamed it American Ammunition Company (AAC). AAC produced ammunition under contract to various governments around the world including World War I Germany, World War II Japan, Korea, Vietnam, and NATO during the 1930s through the 1960s. In 1971 American Ammunition merged with other ammunition producers to form Winchester Repeating Arms Company (WRAP). Westminster was founded in 1876 by contract workers for the Denver and Rio Grande Western Railroad. In 1887, Westminster became an incorporated municipality with a mayor and five-member board of trustees. The first mayor, Hiram Sibley, pushed for annexation of adjacent Park City to make Westminster even more populous. By 1910, when the city annexed Park City, it had a population of 30,000 people living on 5 square miles (12 km²). However, during World War I Westminster lost its manufacturing district to Aurora because Aurora could produce materials more cheaply than Westbrook did. From 1920 until it merged with Aurora in 1944 it continued as an independent municipality with its own police force and budget - but this practice ended when both municipalities became part of Aurora together under one name The city experienced rapid growth from the early 20th century through the 1950s thanks to two things: uranium mining operations nearby (the discovery led to much development around downtown) and new transportation connections created by Interstate 70 which connected Denver to Farmington to the east and Cheyenne To the west. During these years many subdivisions were created as developers grabbed available land near downtown or along parkways like I-70/I-25/US 34 However growth slowed significantly after the late 1960s due mainly to two factors: 1) heavy military spending which led to increased trash accumulation due to base closure; 2) suburbanization in northcentral Colorado which removed middle class families from central business districts such as downtown or Prospect Hill
