Westminster is a town in Douglas County, Colorado, United States. It was founded by Latter-day Saints in 1868. The population was 553 at the 2010 census. Westminster is located on the east side of the Little Colorado River and it straddles both banks of that river. The town is bordered to the north by Asotin Township, to the south by Park Rapids, and to the west by Westminster Heights. The first settlers in Westminster were Hugh Waddle and his family who arrived in 1868 from Nauvoo, Illinois. In 1870–71 they built a log cabin on what is now State Highway 7 southwest of downtown Westminster. That same year they platted their land which they named "Westminster." In 1872 Brigham Young (1806–88) surveyed and organized Cache Valley Ward (later Cache Valley Mission) in present-day Douglas County for LDS missionaries serving among Native Americans living along the Little Colorado River Basin. On July 26, 1872, Young appointed John Derryberry as head counselor ofCache Valley Ward with authority over all Indians within its borders subject only to Church discipline and law enforcement responsibilities. Derryberry was also responsible for developing Yuma Creek Canyon as a military reservation where Mormon troops could train during peace time before hostilities resumed when General Joseph Smith's mobs destroyed these lands back East in 1830s.- By December 1st of that year there were 424 Mormons living in Cache Valley Ward including Derryberry himself.– On January 8th of 1873 Brigham Young issued a proclamation establishing West Fork Mesa ward near present day Beaumont Springs as an outpostserving Cache Valley Mission.–On May 1st 1870 Brigham Young gave permission for James Sorenson to open up Homestead Hill northeast of today's Old Main Street between Tenth and Eleventh Streets.–Derryberry soon realized that he needed more than just a small outpost servicingCache Valley Mission so he laid out an additional township called Park Rapids on March 15th 1870 consisting of 213 acres extending northeast from Broadway Boulevard northwestward to Eighth Street.-Park Rapids was renamed "Westminster" after President Ezra Taft Benson's visit there on April 2nd 1870 while He Was Governor Of Utah.–In 1893 William Clayton became West Fork Mesa ward president –Clayton developed much nearby property such as North Park Road now part of downtown Westminster.–By 1897 there were 9 wards represented withinCache Valley Mission with 152 members assigned to each.— On November 17th 1898 local school board member Lorenzo Nutting purchased 106 acres east of present day South Park Avenue adjacent to White Sands Lake for $2 per acre from David Mixter who had leased it from Augustus Pogue.—Nutting donated this land –along with 220 acres adjoining it still owned by Nutting today –to Westfork Mesa ward which then erected a schoolhouse on top thereof.—On February 12th 1899 George Hanks donated 91 acres eastwest sideof White Sands Lake opposite current day Monument Lake Road theretofore unoccupied Lots 3 & 4being Block Numbered 36 & 37and layed out into two Roads Said Hanks donation being numbered 38 & 39……..This 111 acre block later became part of current day North Park Road along with 128 acres adjoining it currently belonging again to Nutting…. further development took place here underutilized parcels becoming home lots 3 thru 11 acres known as Highland Meadows…..One HundredThirtyTwo residents lived here at one time…………………………………….. From 1895 until 1959 no new buildings or roads were constructed within boundaries making this period pre- computer era pioneer village status
