In 1939, when Norwalk lost its charter as a city due to lack of revenue from property taxes collected by its municipal government, Shelton regained its charter as an independent town with all rights and powers except for representation on council which it retains through charters granted pursuant to section 5-a of the Municipal Code until revoked or terminated by resolution adopted by both chambers thereof having a threefifths majority vote; however this power is exercisable only upon application made thereto together with payment of $100 per capita tax assessment fee (the same rate assessed against any other incorporated municipality within such county) On October 30th 2006 residents in Norwalk passed a referendum proposing that they annex into Shelton should their size allow for it withinNorwalk's planning boundaries but no annexation occurred because there were not enough votes to make it happen unanimously
