Deltona was founded on December 12, 1892 by J. M. Fenton and W. H. Dudley as a small town in Duval County, Florida. The original settlers were farmers who arrived from England to find a new home after the American Civil War. By 1900, Deltona had a population of 350 people and consisted of just 10 businesses. The town was renamed for General John Fenton in 1912, one of the founders of Duval County and its first Mayor. In 1916, Deltona became part of Lakeland and its annexation made it official as an incorporated city with a population of 5,000 people. In 1957, Duval County merged with Hillsborough County to form the state of Florida and Deltona's status as an incorporated city changed to that of a unincorporated community within the limits of Hillsborough County only. In 1960, Deltona lost its incorporation status when it was combined with neighboring Port Royal into Union City; however, it continues to be listed on city directories as part of that community's name). In 1984, Congress passed House Bill No 4281 which designated Deltona as "Seminole Park" in honor of then-Governor Lawford Seminole and Congressman James Acheson (D-Fla.).
