Carol Stream is a city in Cook County, Illinois, United States. The population was 61,633 at the 2010 census. It is the tenth-largest city in Illinois. Carol Stream was founded on December 1, 1868 by George Hinkle and his wife Elizabeth. It was named after Mrs. Hinkle's mother, who had been born in Carlisle County, Pennsylvania in 1796 and died there in 1881. The town of Carol Stream was incorporated on November 3, 1870 as part of the village of Northfield within the county of Cook. Northfield merged with neighboring towns of Westchester and Deerfield on January 1, 1872 to form a new municipality which became known as Carol Stream. The original name for the town may have been inspired by Mrs. Hinkle's mother's maiden name: Caroline (Caroline). On July 9, 1907 the village of Northfield merged with Carbondale to form another new municipality which became known as Carbondale-Northwest Park-Carol Stream. On October 1st 1905 Carbondale annexed parts of Westchester and Deerfield to become its third municipality; Southeast Park annexation took place two years later on November 15th 1907 making it an even larger city than Carbondale with a population of 103,653 residents at the time (the exact figure has not been released). On February 14th 1912 trustees chose to change their entire charter from one that allowed for three mayoral terms to one that allowed only two terms due to political pressure from Mayor John Treadway Sr.. The first mayor under this new charter was James Purdy who served from 1912 until 1916 when he resigned due to term limits set by voters during the previous year’s election campaign. A second mayoral term would have required reelection every six years which would have made it difficult for any individual candidate or party organization to stay in power for more than a few seasons without facing strong opposition from other factions within either house of government or outside influences such as powerful business interests or organized labor groups interested in maintaining stability within City Hall through partisan politics instead of substantive growth and progressivism over time . A major issue during Mr.. Purdy’s tenure were efforts by him and other members of City Council (and eventually Mayor Edward Sward)to increase property taxes while also trying unsuccessfully(for many years)to get state legislation passed legalizing gambling within municipalities like Carbondale while also pushing through requested changes(such as increasing funding for public libraries)to improve services offered by City Hall including but not limited to Parks & Recreation purpose-built facilities addition(a $1 million dollar gift from UAW Local 1249), increased funding for streetlights & lighting projects throughout CITY OF CARROLLSTOWN AND ALONG THE WEST CHAMPAIGN LINE Improvements To Streetscape For Protection From Storm Prophesies In 1915 By Edmund J Kapp Asphalt paving project began soon after becoming Mayor In 1916 & continued thru 1923Public Works Director Geo Mears reports That “This asphalt pavement has greatly enhanced safety & attractiveness along Peoria Street between First Avenue South And Second Avenue South since its installation about 1917 When cars started hitched up high they used all four tires side ways so people could stop right before getting off at intersections - now you can go around them without hitting your head

The first settler in Carroll Stream were three brothers who bought land from the Des Plaines Indian Tribe in 1836. They named their property "Carroll" after General Washington's home state of Virginia (now Caroline County). The stream that flows through the town was named for General George Washington by his father-in-law, Major General Nicholas Flournoy. In 1855, when Cleveland and other leaders petitioned the Illinois Legislature to annex what is now Cook County and create a new county called Kane County out of parts of Willshire and Skookumdee Counties, Carroll Stream was one of several towns located along Cottage Grove Road in northwestern Cook County to protest against this proposal. A few years later, when Kane County became an organized county with its own government, Carroll Stream became one of its principal towns. The town has experienced many significant changes over time: In 1886 it had a population of just under 100 people; by 1950 it had grown to 6,000; during the late 1960s it reached 10,000; and by 2000 it had reached 12,000.
