Mattoon, Illinois is a small town in McLean County, Illinois, United States. The population was 1,827 at the 2010 census. Mattoon is located on the border of McLean and Belvidere Counties and contains the remnants of the fortifications that were used by the U.S. Army during the American Civil War. Mattoon was founded in 1837 by Jedediah Mattoon and his family and has been inhabited since then by Mattoons, other Native Americans, Euro-Americans, and African Americans. The first European to visit Mattoon was French Étienne de La Salle who landed there on July 4, 1779 as part of his ill-fated attempt to explore what lay beyond the Great Lakes region. He named it "Le Fort de la Salle" after himself and later changed it to "Fort Ménard". In 1837, Jedediah Mattoon founded a small community here called "Mattoon", named for him. One reason for its name change may have been because at that time there was no significant river or stream running through the area which could be called "Mattoon creek". In 1840, when Illinois became a statechartered country under President James K. Polk's administration, mattoons voted in favor of becoming citizens of their new state; this event is considered to be one of the earliest examples of self-government in America. The first post office opened in Mattoon on September 15th 1840 (). In 1860s many young white men from Illinois started working northward as slaves until they reached Union lines at Appomattox Court House where they were free but needed to apply for naturalization so that they could own property within Appomattox County (now Virginia). When most black men entered Union armies during the American Civil War many residents decided not to fight (a decision made easier because Confederate troops were not allowed into Illinois) but some did choose service; about 25% of all male residents enlisted before April 1861 (). Most natives enlisted with companies formed around churches or families close friends (), often serving together as rifle teams or forming independent units known as gendarmes () although very few actually fought against their former home country (). After April 1861 most natives returned home (fewer than 10% served out their entire enlistment), though a few did remain active in local militias throughout Reconstruction period (); three native males who served with distinction during this time are listed on military rolls along with 300 others who received shrapnel wounds while fighting Reconstruction forces near Cairo Missouri (). After reconstruction ended most native men slowly returned home over several years due to stricter laws governing citizenship eligibility now that slavery had officially ended.; however about 100+ natives still remained actively armed up until about 1870s when most turned back into Native Americans again
