Richardson constructed Arlington House on present-day Burlington Street between First Street and Second Street in what is now Mount Vernon; Richardson used money from his ill-fated purchase of lands east of Chicago for that purpose. Mount Vernon experienced rapid growth following World War II as families moved into central Illinois because of new opportunities available there due to agriculture and industry advances such as Du Pont’s aluminum production plant in nearby Joliet (now Joliet Township). However, by 1970 only 10 percent of residents still lived there after more than 200 years since its incorporation into Dixon County government under Kimball v. Whitehead et al., one of history's most celebrated court cases involving township governments (and later their successors).
