Waukegan, Illinois is a city in Cook County, Illinois, United States. The population was 508 at the 2010 census. Waukegan is one of the most populous cities in Chicago metropolitan area. It is also one of the largest and most diverse cities in Illinois. The history of Waukegan begins with its incorporation as a town on November 15, 1857. The first post office was established in Waukegan on December 1, 1857. In 1871, Waukegan became an independent municipality and annexed the towns of North Side and South Side Heights to it. After years of debate over whether or not to annex those two towns, Waukegan annexed them on January 1, 1980. The City Council adopted a resolution that declared January 1st as "National Gun Violence Prevention Day". In 1984, Mayor Bernard Madigan ordered all public schools to stop teaching handgun safety courses because he felt that such programs were endangering students' lives and future economic opportunities. On October 14th of that year (the date which falls on National Handgun Safety Month), Mayor Madigan announced his intention to ban handguns from all municipal buildings effective immediately due to concerns about gun violence in the city center and elsewhere within the city limits. This announcement caused an uproar among gun owners who believed that this would lead to widespread confiscation of firearms from citizens without proper process or notice; moreover, Mayor Madigan's decision violated state law which allows municipalities discretion over how they handle firearm possession issues within their borders

Waukegan is a city in Cook County, Illinois, United States. The population was 508 at the 2010 census. It is the third-largest city in Illinois and the second-largest in Lake County after Chicago. Waukegan was founded on December 12, 1847 as a small town named Westville by John Wesley Edwards and others near what is now the University of Chicago campus. The name "Waukegan" was chosen because of its similarity to "waken," which means "wake up." The first post office in Waukegan opened in November 1849 and continued serving until it closed on September 24, 1951. In 1860, Isaac Brockett purchased 60 acres (24 hectares) of land northeast of present-day Waukegan and began to build a house there that would become known as Brocketon Hall. He named his home Waukegan after his native village of Wanakena on Long Island, New York. In 1863 he donated land for training school for black men called Prairie View A&M College. That same year he also founded what would become Northwestern University, one of the largest universities in America at that time. By 1865 he had donated over 160 acres (60 hectares) to the city for parks and residential development including wards 1 through 5 which are today's downtown areas with high rises looming behind them blocks long; this area became known as Park City Square (). Today part of Millennium Park across from UIC Stadium occupied by businesses such as Nike and McDonalds can be seen where Brocketon Hall once stood (). In 1892 Mayor Leonard Payson erected a stone monument at corner of Superior Avenue and Washington Street commemorating 100 years since Waukegan's incorporation into Cook County (); it still stands today () together with an artesian well providing drinking water to the community (). On October 17th 1893 local resident Lillian Wald organized a meeting to discuss forming their own self-governing municipality (). This group later became known as The Chicago Municipal League (), which held its first meeting on December 6th 1893 at 7:00pm inside City Hall (). Over time they changed their name to The Civic League Of Chicago () before adopting it permanently as The Civic League Of America/Waukegans Incorporated on May 14th 1906 (). On July 25th 1908 President Theodore Roosevelt delivered his annual State Address from McCormick Place about municipal reform in America (); during this speech Mrs Eleanor Roosevelt mentioned that “the cities are changing rapidly – very rapidly” (. . .) Afterward she brought her daughters Eleanor (1912–2006), Alice Paul (1920–2009), Sarah Tompkins Harrison (baptized 1922), Nancie Hyland Roosevelt Selznick (/ˈnækəziː/;[1]), Jacqueline Laurier (/ˈkaʊpiːlɛr/, born 1926)[2]) married Congressman James Meeks () who declared , “There never has been so much progress or so many great women mayors”(). After Mrs Roosevelt's death her children directed their mother's will leaving all assets to Ms Hyland Roosevelt Selznick but maintaining control over Mrs Roosevelts' Congressional seat should she choose to run again someday (. . .) Ms Hyland Roosevelt Selznick then died intestate leaving no children but both were survived by their mother Ms Eleanor Rodham Clinton who became First Lady Of Connecticut upon her father's death In 1962 She inherited all shares not passed down through her mother however due process prevented her from inheriting any more property given her relationship with Mr Clinton

Waukegan is one of the oldest cities in Illinois and it has been inhabited by the Kankakee and Quapaw Native American tribes for over 2,000 years. The first European to visit Waukegan was French trader Jacques Marquette in 1679. Waukegan became a town on February 24, 1847, when it was organized as part of the new county of Kane. On December 15, 1868, the first post office in what is now Waukegan opened with mail from Chicago. In 1916, Waukegan acquired its own water system and began to grow rapidly as a residential community. In 1984, Mayor John Hynes founded the John Hynes Foundation which provides grants and assistance to small businesses throughout Kane County
