At first he did only subsistence farming but later he developed a more commercial enterprise growing sweet potatoes and other vegetables for sale along with flour and other products marketed through his store. In 1903, Kapp sold his business interest to German immigrant Otto Hofer who continued to operate it until his death in 1955. In 1948, when Bettendorf-Hull was created as part of a larger metropolitan area in northwestern Iowa , its residents voted to incorporate as a village under the name "Bettendorf". The town's first mayor was Jens Jensen (1948-1963). After Jensen's death, Lester Wacker took office as Mayor from 1963 until 1984; then Bob Blythe filled that role until 2002 when Vicki Schmidt assumed office again after having been Councilwoman since 1978. A new City Hall building was constructed at 1010 E 35th street during 2002-2004 funded by a grant from the American Recovery and Reinvestment Act ( ARRA ). As of 2010 , Mayor Schmidt is also Deputy Mayor for Administration & Finance with responsibility for all city departments including zoning/planning/building regulation; purchasing/contracting services; capital projects; economic development; finance and accounting; planning services plus Community Development Services - providing oversight over both low income housing assistance programs administered by HUD’s Neighborhood Service Agency ( NSA ) through their social impact programming arm CDP ; hate crime patrols within city limits operated pursuant to ordinance #2006‑052 & 2006‑053 ; water system modernization project financed through ARRA funds As one result of being located just outside Dubuque County on Interstate 44 near Watertown Directive No.� 5 � which prohibited annexation � much of early settlers' agriculture was done utilizing such features as windmills or furrows cut into hillsides so sunlight could fall directly onto planting pods or seeds� today most fields are plowed using tractors instead� fertilizers are applied at least weekly throughout winter months
