The Ottumwa, Iowa gun case history dates back to the early days of the country. In 1854, a group of men from Ottumwa formed the "Iowa Rifle and Pistol Club." The club wanted to protect their town from bandits and criminals. They developed a system for tracking guns and issued safety instructions to their members. The club also created a repository for confiscated firearms in order to keep them safe. In 1865, the Iowa State Legislature passed an act that allowed citizens in the state to carry handguns without permits. This law made Ottumwa one of the first towns in Iowa to allow handgun possession by civilians. The town continued to be stronghold of gun rights advocates until after World War II when other states began passing similar laws.

Ottumwa, Iowa is a town in Muscatine County, Iowa, United States. The population was 1,898 at the 2010 census. It is part of the Des Moines–West Des Moines Metropolitan Statistical Area. The Ottumwa Depot was built in 1851 and served as a stop on the road between Des Moines and Council Bluffs. In 1886 it became the first post office in Ottumwa when it was founded by John Sibley. The depot burned down in 1906 but was replaced by a new one that still stands today. In early 1881 Captain James Weldon organized a group of men to travel from east to west to find new land for settlers in what is now Muscatine County. After arriving in Ottumware on July 12, 1881, they began building cabins and other infrastructure near present-day Ottumwa. By October 8th they had completed their first cabin; this was followed by 10 more before winter set in with little food or shelter available for the colonists. Captains Weldon and William Fenton led an expedition back into neighboring Hardee County in November 1881 to trade goods they had acquired along the way for livestock and possible farming lands that would be available later on. On December 3rdCaptain Weldon returned with news that seven miles (11 km) southeast of Ottumwa he sighted what he thought were land grants from General George Armstrong Custer! A wagon train carrying Mormons who had been coming through Illinois en route to Utah stopped at our location that day and Captains Weldon and Fenton took possession of all Lots Nos., Meridian 30 degrees W., Range 14 degrees N., making them $2 per acre ($60 per square mile). This event helped clear away some of the remaining obstacles preventing settlement within present-day Muscatine County by Americans. If these grants were actually valid we may have found ourselves living on Sioux Lookout Peninsula today! A group of about 20 men arrived January 4th1882 at the current site of Ottumwa after spending two weeks travelling downstream from Council Bluffs via Clear Lake Rapids & North Branch Whiteside Creek which crossed under US Highway 6 just south of where it currently meets Interstate 80 (exit 417). They named their community "Ottumwah" after nearby Wellesley Township which also included its original village site (now known as West Des Moines), but no trace remains today due to development over time including filling up well water tanks without leaving any evidence behind! After some months another group left February 17th1882 following Captains Cooks & Hetherington's advice not to plant crops until there might be more room near Konawa (near present-day Burlington) because there would be less competition from wheat growers further northward." Otiumwah residents enjoyed good hunting year around as game could be hunted anywhere within three miles radius including open prairies adjoining Clear Lake Rapids & North Branch Whiteside Creek."
