Hays later said "I did not mean to break up what had been so compactly worked out." However he realized that if there were no changes made then slavery would remain unbroken inKansas while Missouri would become a free state. He decided instead to call a meeting of all political leaders in Topeka where resolutions were proposed calling for abolitionism and self-government for all people regardless of race or sex; however these proposals never reached adoption because various politicians desired more time to work out their differences before an election could be held..
