In 1907, City Limits Act No. 5 created an inner ring within which no new towns or villages could be incorporated without first limiting themselves to one-tenth their original size; this act effectively stopped any further annexations until 1959 when construction began on what would become downtown Ottawa with help from private individuals and businesses including Bethlehem Steel Corporation In 1958 negotiations between Mayor Isadore Healy's government and representatives from Topeka resulted in Healy's signature on legislation creating Downtown Ottawa which amalgamated all former village/towns within that limits except for two – Wellingtonville west of US 24E (New Westminster) and Gardenvale east of US 24E (Gardenvale). The process culminated with an opening day ceremony on October 15th which featured Prime Minister John F Kennedy speaking about howTOPeka had helped develop "the most important shopping center in America" Mayor Healy died suddenly before he could sign off on incorporation into TOPeka but his widow approved incorporation into TOPeka effective January 1st 1959 despite protests from some councillors who felt their city should have been given first crack at development because they were its citizens . The following year saw construction commence on what would become downtown Ottawa consisting primarily of highrise buildings built by local developers using Federal funds while still adhering to Myer's principles that all stores must be open seven days a week regardless of weather conditions . This represented yet another milestone for DowntownOttawa as it quickly superseded even Myer’s original vision which called for every storefront window either lit or displaying advertising inside

In 1907 Ottawa became a city with a population of over 100,000 people when it annexed portions of Topeka which were then part of Wichita County. The annexation caused some controversy because Wichita County was mostly farmers who did not have much money to spend on municipal services such as sewers and roads; however, Ottawa's mayor said that he wanted Topeka "to become an upstanding center for business and culture like Omaha or Wichita".[1] In 2007 Ottawa merged with Douglas County to form Johnson County.[2]
