Topeka is a city in Kansas, United States. The population was 89,751 at the 2010 census. Topeka is the county seat of Shawnee County and is the largest city in both Shawnee and Johnson counties. It is nicknamed the "Cities on the Prairie" for its location on what used to be a vast open prairie. The city was founded by fur trappers in 1854 as Sutter's Fort, named for John C.Sutter, who had founded Sacramento City in 1846. The first settlers in Topeka were Native Americans who hunted and gathered game near what would become Topeka. In 1854, traders from San Francisco sent an expedition up Kansas River to trading post at Big Springs (present-day Wichita). They met Chief Joseph Black Elk there and he persuaded them to move their encampment upriver to what would become Topeka because of its convenient location for water transportation and hunting opportunities. When they arrived at the current site of Topeka on July 25, 1854, they found a grassy plain with some trees but no buildings or evidence of human habitation other than a small log cabin which they built themselves using poles covered with hides to keep out animals. On October 1st they erected their first flagpole from a cottonwood tree nearby; it now stands as part of Main Street in downtown Topeka close to where the original courthouse was located before it moved uptown in 1957.) In 1860, when Lincoln became President of the United States and top officials vacated Washington D.C., General Order No 2 directed all civil government offices not resident within one-half hour's ride of any theater or performance ground should be moved into central locations such as Philadelphia or Baltimore so that public opinion could be more efficiently controlled northward during this time of turmoil called reconstruction after slavery had been abolished throughout most of America including Missouri Territory south of Arkansas River).
