Lewis won handily with 68% of the vote to Pugh’s 30%. During Wertz’s administration (1923–27), public works projects such as setting up a system for streetlights and widening sidewalks turned out to be some among his most important achievements as Mayor; they helped make Louisville an even better place to live while also creating jobs throughout much of downtown. Wertz died suddenly after only three months on office when he suffered a heart attack at age 58 while walking across Central Park West following an event honoring him at Madison Square Garden; Pugh assumed leadership until another mayoral election could be held before Wertz' death could create a vacancy that would have given Pugh an opportunity to run again should he choose not to seek re-election under new rules which limited campaigning time from five days prior to nomination day until three days afterwards (Pugh had initially opposed these changes but later changed his mind)).
