This period ended with brownouts following desegregation efforts throughout most southern United States after Brown v Board of Education decision in 1954. Some African American community members returned to their old homes after integration occurred but others continued living among whites until they were expelled following riots that broke out outside City Hall between 1966 and 1968 over housing discrimination against black families living within white neighborhoods adjacent to Petersburg zoo frequented by black children (and sometimes taken by white parents with their children). Aftermaths such as these led some residents—including then Mayor Edwin Washington Jordan—to call for ainghamization which would finally happen when African Americans regained full civil rights following passage of The Civil Rights Act signed into law by President Lyndon Johnson on November 4th, 1964
