Kentucky had no organized government when Congress passed its act creating West Virginia Territory on July 16, 1792 without giving Kentucky any say in the matter soKY legislators quickly voted to make themselves part of West Virginia Territory too (see below). On November 3, 1792, KY voters approved a charter for what would become Jefferson County with precincts based primarily around Paducah . The first courthouse opened in Paducah on March 10, 1794 . It functioned as an administrative center until county officials moved to Lexington in 1840 . By 1800 , however , Paducah had become an important portexport center handling goods such as lumber, flour, rice and salt from Pennsylvania then downriver to markets along the Ohio River
