This act was later amended to allow for the purchase and ownership of handguns by those who could prove they were not prohibited from owning firearms by state law. On July 1, 1966, The Johns Hopkins University Gun Club merged with another handgun-buying organization called The Colt National Firearms Association (later renamed Smith & Wesson). At this point, College Park's gun culture had officially become affiliative - all handguns were now owned by people who either belonged to or affiliated with one another.

The University of Maryland, College Park was founded in 1876 as the first institution of higher education in the United States. It grew rapidly in its early years and by 1907 had acquired a second campus on the grounds of what is now George Washington University. In 1916, UMD became an autonomous university under the administration of President Woodrow Wilson. The first chancellor of UMD was James M. Weaver and enrollment peaked at 30,000 students in 1921. In the 1930s, World War II led to a decline in enrollment and UMD entered into a partnership with American Legion Post #527 to provide military training for cadets. During World War II, UMCP also served as a forum for political discussion among soldiers and civilians on campus. After the war ended, enrollment increased once again as new campuses were opened at Bowie State University (1948), Towson State University (1949), and Eastern Connecticut State University (1950). Despite these growth rates, however, UMCD remained smaller than other Public Ivies such as Yale or Brown when it came to student population size by 1984. Additionally, UMCD struggled to keep up with more innovative universities such as Berkeley or Stanford during this time period. With rising tuition costs and decreasing access to quality education,UMD faced significant financial challenges throughout the 1980s and 1990s that contributed significantly to its declining status as an elite university within Maryland society. However, following efforts by administrators including then-president Larry Hogan and then-chancellor William Hirt IIIto invest money into research programsand improve faculty productivity,[1]UMD experienced modest growth from 2002 until 2005 when it reached its current enrollment levels.[2] In recent years UMCD has made some progress towards restoring its former stature within Maryland society both academically[3]andvisually[4].Undergraduate admissions have been improved both through aggressive marketing campaigns[5]andthe implementation of stricter academic standards[6]; meanwhile graduate admissions have seen increasing success thanks to initiatives such as outreach programs targeting underserved groups[7], targeted scholarships,[8],andthe development of online applications.[9] Overall though much remains to be done if UMCD wishes finallyto achieve parity with more highly ranked institutions like Yale or Brown which have centuries-long histories while UMCD still struggles financially relatively speaking
