The town was first established in 1785 by colonists from Connecticut who named their new settlement after the Havre de Grace River in France. At that time the Susquehanna River formed the border between England and Pennsylvania and its mouth lay just to the east of where Havre De Grace now stands. The original settlers were not particularly interested in agriculture and instead began looking for other ways to make money. They Eventually returned to farming but also developed some mills which became important local businesses during the early 19th century. In 1814, Congress passed an act authorizing Colonel Edmund Kirby Smith, an American Revolutionary War veteran and one of Havre de Grace's founders, to purchase 2,000 acres (8 km²) of land along the Susquehanna River from Lord Baltimore for $10 per acre (4 ha). This land would later become known as Kirbyville Park when it was annexed into Havre De Grace in 1869. During World War II much of what exists today nears or surrounds Little Falls Reservoir as part of Project #1 which built a series of diversion dams across the Susquehanna River to provide more water storage for Prince George's County during wartime times when there was less available water elsewhere within Maryland due to war-related damage or shortages caused by other events such as Hurricane Katrina or Superstorm Sandy. "When I moved here 15 years ago," said John Wexler "I remember my parents telling me about all these farms around here that had been washed out by superstorm Sandy." In fact many parts of Prince George's County experienced significant flooding following hurricanes Irene (1998) and Katrina (2005). Some residents went so far as to build boats they could use while they waited out high waters – something still common today on many riverributaries throughout Maryland." As a result of Project #1 much agricultural land within walking distance of any grocery store or public restroom now lies submerged under water - including many homes that were always difficult or impossible to sell during hard times because landowners simply couldn't rebuild after being affected by natural disasters such as floods or construction projects mandated by state law like those undertaken with Project #1
