The first post office was established in 1827. By 1830, Bay City had a population of over 1,000 people. In 1835, a group of men from Flint organized the Western Michigan Loyalist Association and began looking for a new home for their followers in the area around Bay City. On July 2nd they founded what would become the town of Flint with its current boundaries; however it only had about 100 residents at its founding due to an embargo against settler expansion by Great Britain at that time. The town's growth continued as more and more settlers arrived until it reached its peak around 1860 with a population of 3,500 people. However, during the American Civil War (1861-1865), most of the city's residents sided with Union forces over Confederate ones and pulled away from downtown to avoid being sacked by Confederate troops while their homes were burned down or looted. An early effort to revive downtown bay city during this period was led by Mayor Molineux who petitioned state legislators for help funding demolition and reconstruction efforts which eventually succeeded thanks to financial support from local businesses including Armour & Company which relocated to bay city permanently in 1865 after moving their production operations out of Detroit following that city's bankruptcy). Bay City is a small town located in the Lower Peninsula of Michigan, on the shore of Lake Superior. The population was 1,670 at the 2010 census. The first settler in Bay City was George Stephenson, who arrived in 1824. He built a small cabin on what is now State Street. In 1830, he and his wife founded the settlement of Bay City Landing on land that they donated to the state of Michigan. The landing served as a trading post for goods transported from Canada and Europe by boat. In 1834, Bay City became part of the federal Territory of Detroit and was incorporated as a village. It remained an unincorporated community until it became part of Macomb County in 1954. The first store in Bay City opened in 1836 by Jno Cockerill and his brother-in-law John Prentice Jr.. At first, grocery items were sold only through door-to-door sales; however, this business grew rapidly after local farmers started marketing their produce at local fairs and markets. By 1840, there were six stores in Bay City with G W Stephenson running three stores alone. During the American Civil War (1861–1865), Bay City sided with America against Great Britain aligned with France throughout much of that conflict; however, like most villages within federal territory at that time it did not ratify either side's union or disband when Detroit did so two years later A cannonball shot fired into town during the war killed one man and injured nine others near what is now First Avenue and University Drive about two miles east of downtown; this event led to increased security measures around town . In 1865, before Michigan entered into another civil war (the Union vs Confederate States), President Abraham Lincoln issued an Executive Order designating Bay City as "a free port" for all shipping purposes pending approval from Congress . The order repealed former Governor James Beauregard's 1862 proclamation which had said that no vessel carrying goods or passengers should enter or dock at any bay owned by Detroit without prior approval from both beavers . As a result, vessels could again enter and dock at any bay under state jurisdiction without having to get permission from either beaver - setting a precedent which would continue until 1959 when newly created Macomb County revoked all such approvals following its creation .
