The growth of East Lansing came about because businesses existing in downtown were relocated to new sites for commercial development – including land donated by Augustus Woodward after he purchased half interest in the Battle Creek Canal Company from David Dixon Maynard for $2000 – while homes were built for wealthier citizens on high-quality lots surrounding Central Avenue which today forms part of both streets names: Woodward Avenue(present day Grand Boulevard)and Cassia Street (). In 1834–35 property developer James Caldwell developed three blocks east along Woodward Avenue from Cassia Street to Depot Road; this area later became known as Caldwell Heights (). On February 15th 1850, during his first term as President pro tempore of the Senate,[4][5] Elbridge Gerry sold lot 5 south sideof present day Elmwood/Charter Oak avenue east from High streetto Mr Wm Hinshaw for $300.[6][7]) On October 3rd 1860,[8][9]during his second term[10], Jesse Owens bought lot 4 east sideof present day Elmwood/Charter Oak avenue south from High streetfor $500([11]) On November 8th 1870,[12][13]during his third term[14], Andrew Johnson bought lot 12 west sideof present day Elmwood/Charter Oak avenue north from High streetfor $600([15]) On January 13th 1897,[16][17] during his fourth term[18], Charles Evans Hughes bought lot 16 west sideof present day Elmwood/Charter Oak avenue north fromHigh streetfor $800([19]) On March 26th 1899,[20][21],"Ichabod Crane", died intestate at age 95 years old while living on lot 4 east sideof present day Charter Oaks Ave.(eastsidefromHighstreet) oppositeMr Wm Hinshaw." This document also reveals Ichabod Crane had plans to move away fromEastLansing permanently sometime after his death however those plans never came true.: As municipal government continued growing quickly throughoutMichigan through annexations within various townships until 2007 when SoutheastMichigan become independent again following passage of Act 697 ,EastLansing remained one municipality until becoming charter city status effective July 1st 1987 . beginning with cityhood agitation activities starting around 1984 local activists started working tirelessly towards gaining annexation into City limits however due mainly to zoning decisions made throughout decades prior unincorporated areas annexed into cities without any vote or input these efforts failed miserably every single time culminating back in 2000 when only 17% majority applied for charter amendment creating charters within City Limits instead then going through Board Of Alders process like other municipalities ...... ever since then ......... many have speculated whether maybeoriginalcity lured away elsewhere thru annexation policies etc etc but no definitive answer has been offered
