Monroe is a city in the U.S. state of Michigan and the county seat of Monroe County. The population was 1,906 at the 2010 census, making it the third- smallest city in Michigan and one of nine smaller cities in the Wolverine metropolitan area. It is included within the Grand Rapids–Wolverine, MI-MN-WI Combined Statistical Area. The first permanent settler in what is now Monroe was David Lipscomb, who arrived on July 10, 1814, while traveling from Fort Wayne to Mackinac Island. He named his new land "Monroe" after General James Montero, an American commander during the War of 1812 who had been killed near Detroit by British forces that year. The first post office in Monroe was established in 1824; it continued to serve as such until it was closed due to lack of customers in 1850. The town grew rapidly during the 1830s and 1840s as several large lumberjacks came through town looking for wooded land to farm or build log cabins on behalf of their investors. The town's first school was built on what is now Main Street in 1835; it served as a Methodist church until 1893 when it became an all-boys Catholic high school called Our Lady's School (later Holy Cross High School). In 1865, local farmer John Aiken founded a small water powered flour mill which became one of the largest flour mills west of Chicago; its production continue until 1969 when it went out of business and stopped manufacturing flour altogether. During World War II Monroe served as an air raid shelter for Allied pilots flying over Detroit en route to drop supplies over Japan; some 3,000 people were housed there between September 1945 and May 1946. In 1951 Mayor Raymond Janssen commissioned plans for twinning United Kingdom cities with two adjacent towns within Michigan – Ann Arbor and Royal Oak – so that more students from these two countries could be educated together without having to leave their homes each day for class trips abroad or other activities outside their educational opportunities (a similar program operated successfully at Western Michigan University). The idea caught on throughout Michigan and soon both Ann Arbor and Royal Oak had joined Monroe as twin cities! On October 16, 1951 City Council approved plans for incorporation into a new township – Clinton Township – which would have given Monroe even more autonomy than currently exists within our city limits! Annexation into Clinton Township did not take place until February 9th 1956 when then-Mayor Harry Wirth changed course after being elected governor with promises he would make changes to township governance including annexing any unincorporated areas that wished to join us!
