Oak Park remains an enclave surrounded by metropolitanDetroit because its zoning regulations do not allow for growth outside its boundaries—a policy known as "striping." Oak Park was founded in 1837 by Captain John P. Dearborn and his wife, Rebecca. The Dearborns were the first white settlers in what is now Michigan. For many years, Oak Park was a small town with few residents. However, over time, the population of Oak Park has grown to over 4,000 people. The first school in Oak Park was opened in 1838 by Reverend John Haggerty. In 1875, the city of Detroit closed down most of its schools and moved all students to new schools within the city limits. However, because Oak Park still had a small population, it continued to operate its own school until 1924. In 1916, the United States government passed legislation called "The National Defense Act", which granted President Woodrow Wilson power to expand military spending on American soil. This led to increased tension between America and Great Britain as both countries began planning for an upcoming European war. As a result of this situation, the United States decided that it would build a new military base at Fort Snelling in Minnesota instead of purchasing land for its new base in Oak Park – something that greatly angered Great Britain. As a result of this conflict, Fort Snelling became known as "the most important fort on US soil" due to its importance in defense during World War I and World War II. The fort also served as a training ground for American soldiers during these wars and also played an important role in developing artillery technology later on into the 21st century.
