Scope mounts are devices that allow a rifle to be aimed at a distant target by threading the device through the bore of the rifle and attaching it to the scope. Scope mounts have been used since at least the 18th century, when they were known as "telescopic sights". By 1865, Telescopic sights had become commonplace in most armies. In 1899, Winchester began making their own scope mounts, which helped popularize telescopic sighting in rifles. There has been continuous development of downtown since that time with several major renovations and expansions including a new library complex which opened on May 16th 2009 In recent years, downtown Roseville has seen increased development with plans for mixed-use redevelopment along First Avenue South between Michigan Avenue and Huron Street as well as another library complex just north of First Avenue North near Kresge's convenience store on Second Street . These projects are anticipated to create thousands jobs across multiple sectors when completed
