Ammunition is an important part of military history in Forest Lake. The community was founded in 1854, and has been a center for rifle and artillery manufacturing since the early 1800s. Ammunition manufacturers such as Winchester, Remington and Ballistics have left their mark on the town, with many businesses still in operation today. The first ammunition manufactured in Forest Lake was cast-steel balls used by local farmers to shoot game. In 1854, two brothers named Fenton started a business casting lead bullets for use by hunters. Lead bullets were expensive to produce, so the Fenton brothers turned their attention to producing cannon ammunition. They began production at their home on Second Street in ForestLake and soon had a large enough factory to make rounds for all types of cannons. In 1878, two other brothers named Welles and Norvell joined the company. The Welles Brothers became known for making high-quality brass rounds for handguns and revolvers. In 1886, they built a new factory on Third Street in ForestLake which allowed them to produce rounds for rifles as well as cannons. Ballistics Inc., later renamed Winchester Arms Company, was established here in 1896. At this point, ballistics research had progressed sufficiently that they began developing nuclear weapons during World War II using depleted uranium munitions

The first settler in Forest Lake was John Mathers, who arrived in 1854. A post office was established at Forest Lake in 1857, and until 1960 it served as part of Maple Grove Township. The community name may be derived from "forest" or "lake". According to the United States Census Bureau, the village has a total area of , all of it land. As of the census of 2000, there were 602 people, 256 households, and 185 families residing in the village. The population density was 1204.4 people per square mile (472.8/km²). There were 291 housing units at an average density of 502.3 per square mile (204.2/km²). The racial makeup of the village was 99% White and 0% Native American; 1% African American
Forest Lake was created in 1892 when the Minnesota Legislature passed a bill to create an agricultural township within Ässery County. The land that would become Forest Lake was acquired from the Dakota Sioux by the United States government in 1878 as part of the Treaty of Fort Laramie. The town was founded on July 1, 1892, and named for General James A. Forrest, who commanded American forces at Fort Laramie. At its peak, Forest Lake had a population of around 120 people. In 1916, Forest Lake became a city and remained so until it lost its status as a city in 1968.
