Ballwin, Missouri is a town in St. Francois County, Missouri, United States. The population was 1,451 at the 2010 census. Ballwin is part of the Kansas City metropolitan area. It is located on the east bank of the Arkansas River in southeastern St. Francois County. The town began as a small log cabin community named for George Washington Ball and his brother-in-law Major Robert O'Hara Ball in 1836 on the east side of the river just north of present-day Independence Park. In 1839, businessman Solomon Northrup opened a general store and post office in what is now downtown Ballwin. Northrup's heirs continued to operate businesses in and around Ballwin until about 1920 when they sold their holdings to J P Morgan & Co.. For many years,Ballwin was known as "the most principal city west of Memphis". In 1906, Union Pacific Railroad built a new line from Topeka, Kansas to Springfield, Missouri called "The Great Northern" which connected with Chicago's Union Station via Ballwin and other towns along its route. This made Ballwin one of several towns along The Great Northern's route that became communities during this period; others include Council Bluffs (1908), Doniphan (1910), Rapid City (1914), and Aberdeen (1945). In 1916 voters passed an ordinance establishing term limits for mayor/council members so that future elections would be more competitive and represent all residents rather than only those who met residency qualifications for voting purposes-. The first female council member was elected in 1916–17 under this rule; she was Mrs. Hilda Aitken Hirschhorn.* Newer ordinances established nonresidential districts which granted voting rights not just to citizens who resided within certain boundaries defined by elected officials but also to anybody living within two miles (3 km) of any public school or library; these areas were designated 'inner districts'. BALLWIN SCHOOL DISTRICT #1 was formed out of parts of three adjacent inner districts on November 3rd 1918.* Voters approved annexation by Topeka on December 4th 1919.; Topeka had previously annexed neighboring cities includingCouncil Grove Heights (1896), Centerville (1900),and Olathe (1920). Founded in 1837, Ballwin was one of the original towns in Clearwater County. It became a town on October 1, 1851. The first post office was established in Ballwin on November 3, 1851. On January 1, 1857, Ballwin incorporated as a Village and it remained so until May 30th of that year when it changed to a Town.
