In 1853, a Mr. John S. Weis donated a rifle to the community of Columbia, Missouri. The rifle was called the "Weiser Rifle" and it was used for target practice by the citizens of Columbia until 1876. In 1881, an ordinance was passed in Columbia that prohibited any person from carrying a revolver or shotgun in PUBLIC areas without a license from the mayor or city clerk. On October 15, 1889, Captain James Henningson of the United States Marines shot and killed two men (John Prentice and George Goodwin) on Main Street in Columbia while he was on duty as part of his personal protection detail. This event is considered to be the first public shooting inColumbia and it is also recognized as one of history's most notorious crimes. In 1901, Mayor Abram Smeaton enacted an ordinance that regulated firearms within CITY limits with a few exceptions such as carry permit holders who could produce an acceptable identification document such as a driver’s license or passport. This ordinance remains in place to this day and has been cited as one ofMayor Smeaton’s most significant achievements during his tenure as mayor. The following year saw another major landmark event when Mayor Smeaton ordered all handguns out of CITY limits effective January 1st 1902 due to concerns about their potential misuse by criminals or other unauthorized individuals). Many soldiers settled down after their service ended but others returned home seeking jobs or warrants for citizenship so that they could "occupy" Columbians vacated homes back East - sometimes illegally - leaving behind vast tracts of farm land available for purchase only after 1968 when Nixon declared urban growth illegal throughout most of America resulting in skyrocketing prices for plots larger than two acres (. Even though currently there is MOREacreageavailableforsalewithinColumbiumpreviousTOtheNixonclosuresmeantExactlythe opposite happened: LESS houses were built AND MORE passed offthan onesized ones! Well maybe you remember those ugly brownstones going up near State Street recently? Those were actually dwellings built decades ago BACK BEFORE THE CITY OF SPRINGDALE WAS FORMATED AND NOW THEY ARE FOR SALE AS IS! Just think about what might have happened if we'd just let these developments happen according to plan...all those beautiful medieval+ Renaissance homes sitting unmolested right near Main Street now gone forever!!!
