Fulton, Missouri is a small town in St. Francois County, Missouri, United States. The population was 3,719 at the 2010 census. Fulton is part of the Springfield, MO Metropolitan Statistical Area. The first settler in Fulton was John Beecher on July 14, 1815. He and his family moved from Canada to what is now Fulton on January 1, 1820. Most of the early settlers came from New England and were farmers; however, some also bought land in what is now St. Francois County and built homes there. Fulton became an incorporated city on May 10th of 1870 by ordinance of the City Council under the name "Fulton". It had a population of just over 100 people when it incorporated. The city's first mayor was Jules Bourgeois with three terms (1870-72; 1880-82). Bourgeois was succeeded by Simeon Wigglesworth (1882-88). Wigglesworth served two terms before being elected Mayor for a third term in 1888 which he won without opposition but resigned after one term to take office as Judge on the circuit court bench instead due to increasingly high taxes levied by then-Governor James Kankaus (the only African American ever elected statewide in Missouri). As such, he became America's first black mayor in this country since Reconstruction days when federal troops left South Carolina to help end that era of segregationism across all levels of government nationwide. The last white mayor before African Americans started taking office nationally was Al Capone who held that position from 1931 until his death at age 87 years old in 1938. In 1903 Fenton Auerbach founded First National Bank which remains headquartered here today with $120 million assets as of 2016 according to Forbes Magazine’s 2017 report “US Small Businesses: The Rise and Fall of failed giants” opining that “He may have been America’s most successful banker ever—but Fenton Auerbach never forgot where he came from or relinquished his sense of civic duty." In 1907 Fulton reorganized its police department into six divisions with Chief Jerald Ladd becoming head officer for each division along with Assistant Chiefs Edward Hastings and Willis Hodge serving as Acting Chiefs during times Chief Ladd could not be available or unable to serve due to illness or other commitments outside the city limits

When the railway arrived in 1849, east-west travel became much easier and more affordable than travelling by stagecoach or horseback. In 1871, General James Kiely built a dam across the river at Farmington Hills to provide water for his mills; this development has been credited with catalyzing downstream growth within Fulton County. In 1865, Ulysses S Grant visited Fulton while he was campaigns in Missouri; he later described it as "a little village that had grown up around one cotton gin". After his visit, many farmers began moving into the town to start their own cotton plantations; this trend continued through the late 19th century and into the early 20th century. By 1910, Fulton's population had reached 10,000 people – its highest figure since 1860 – thanks largely to new agricultural subdivisions developed around its main streets and banks of cotton fields). However, during World War I American involvement prevented Britain from entering into hostilities on behalf of Germany; thus France assumed control over what remained of Germany's former colonies (including portions of Missouri), which led to a rapid decline in production throughout eastern Missouri due to low commodity prices (although some industries such as munitions manufacturing survived). The city proper experienced only modest growth during this time: attendance at local schools decreased by 50 percent between 1915-1920 while downtown business revenue grew only 1 percent annually (the exception being construction projects funded by government assistance)). Fulton was founded in 1836 by James K. Polk and John L. Fulton as a small town on the west bank of the Missouri River. The community grew rapidly, and by 1840 it had a population of 1,500 people. In 1845, the new state of Illinois was formed, and Fulton became its capital. In 1849, Iowa Territory was created, and Fulton became its capital again. In 1855, Kansas Territory was created, and Fulton became its capital again. On November 2, 1861 – days after America's secession from the United Kingdom – Fulton residents voted to secede from Missouri and form their own country called Kansas. The city continued to exist until it was destroyed by an accidental fire in 1902
