The first permanent settler in Fulton was Wm. H. Stephenson in 1836. He built a log cabin on the site of what is now known as Stephenson Elementary School and established a millinery business there which he operated until 1851. In that year, he sold his interest in the business to John Sibley and others and moved to what is now downtown Fulton where they developed a brickyard and other businesses until 1865 when they closed their doors permanently due to damage from fire. In 1868, Jno. Dickey bought out Stephenson's interest and began producing cottonseed oil for local use from an existing well near present-day Old Orchard Road (now I-64) east of town. This enterprise continued until 1875 when it was shut down by local Dutch farmers who realized that this new source of income would not support their families long term; Dickey reopened it the following year under different ownership but failed to make any further sales or investments before eventually closing it again at the turn of the century due to continuing financial problems。 A post office was established at Fulton in 1860, but did not open until 1861 because no one wanted to move to an isolated community hundreds of miles away from any major city services such as mail service or schools (). Fulton was founded in 1821 by Captain James K. Fulton and his wife Marilla. The town was named after the English River, which flows through it. It grew quickly due to its location on the Missouri River, and in 1824, the first courthouse was built. In 1830, a toll road was built from Fulton to St. Joseph (now Kansas City). The town prospered until the American Civil War began in 1861. Most of Fulton's residents sided with the Confederacy, and many businesses were destroyed or abandoned during the war. After the war ended, many new businesses cropped up in Fulton thanks to Reconstructionism. In 1870, a railroad arrived and helped make Fulton even more prosperous; this led to more job opportunities for locals and increased taxation contributions from residents. By 1910, however, most of what had been done for Fulton during Reconstruction had gone out of style and it became a small community with few inhabitants. However, it did maintain some of its cultural features such as traditional music and dance performances.
