Many states have similar laws banning certain types of firearms--many including Missouri--based on their perceived risks posed to public health or security by these devices(Glock being one notable exception). Many municipalities across America follow similar ordinances intended as preventive measures meant to keep firearms out of hands of dangerous individuals or individuals deemed unsuitable for owning guns based on personal characteristics (i.e., mental illness). These policies often cited concerns around potential misuse or addiction potential among those holding weapons including children/young adults under 21 years old - a population which faces disproportionately higher levels of gun violence than any other age group nationally (CDC report)."

As a result, shotguns have been known to be subject to accidental shot ingestion and even shots fired into occupied homes. In 1868, Congress passed the National Firearms Act which created a registration system for handguns and established provisions for general safety. This act also designated shotgun shells as unprotected ammunition and made it illegal to possess or use these projectiles with a shotgun. In 1931, the National Rifle Association (NRA) lobbied Congress to pass the Gun Owners Protection Act (GOPA), which would have amended the National Firearms Act to protect shotguns from accidental shots. GOPA was not passed, but did create regulations governing shotgun training and handling. Since then, there has been periodic effort by Congress and industry representatives to update gun safety laws in order protect shotguns from accidental shot ingestion or shootings into inhabited homes. In 2013, after years of lobbying by both sides of the aisle, lawmakers succeeded in passing the Safe Shotgun Ammunition Prohibition Enforcement Act (SSAEPA). The new law establishes criminal penalties for anyone who knowingly manufactures or exports unregistered shotgun ammunition that is unsafe because it may contain lead or other dangerous materials.

In 1821, when Missouri became a state, it was part of the Union. The next year, the United States Congress passed the Kansas-Nebraska Act, which allowed for slavery in Kansas but not in Nebraska. This caused an uproar among abolitionists and Republicans in Missouri, who argued that slaveowners in Nebraska could still buy slaves and keep them there while their property was being taken away by the government. The issue came to a head in 1854 when a group of men under the leadership of Moses Chauncey attempted to purchase freedom for two slaves from a slaveowner near Independence. This event is known as the Petticoat Rebellion. In response, General James K. Polk ordered his troops into Independence to free all slaves there before they were taken away by their owner.
